Let’s be honest here. I wasn’t too troubled of that… since apparently /as Motoharu noted me/ I was part of the problem too… it, of course, irritated me a bit until all of this suddenly lost control… (and we still receive this type of requests…). The root of the problem is Kaichou himself… for not putting a limit.
Even if we started to do a fee… well… 
We still don’t know what to do with the money. Kaichou suggested to do a save account for festivals and so, though… and he said he was going to do it… yet, he hasn’t come to the hall lately.
About the second question…
have you tried some medicines or an air refreshener?
